Chapter 01 of 03
Canon Cottage, the Old Canonry and a Grade I church
From Margate, Wingham is 12.7 road miles away to the south-west, about 21 minutes by car, and the middle of the village is dense with protected buildings: Historic England's list shows 72 listed entries within 500 metres. Two of them are Grade I: St Mary's church (entry 1070091, first listed on 11 October 1963) and Canon Cottage, the Old Canonry (entry 1281551, first listed on 13 October 1952). The Red Lion is Grade II* (entry 1363343) and was listed with the Canonry on that 1952 date. Wingham parish had 1,755 usual residents at the 2021 Census, so a survey here begins with the list as well as the roof.
Work that affects a listed building's character needs listed building consent, under section 7 of the 1990 Act. On a roof that means more than the covering. The pitch, the shape of the verges, the capping on the ridge, the lead round a chimney and the position of the gutters can all belong to the building's character, and we read them against the entry before a price is given. The entry for your address goes into the survey file beside the pictures, so whoever at the council opens the application sees what we saw. Where an entry names a feature, such as a chimney or a roof form, that feature is photographed close up and described in the specification.
The church is dealt with differently. As an Anglican parish church in use, St Mary's falls under the Church of England's faculty system, which stands in for listed building consent. A cottage or house follows the council route: Dover District Council, as the planning authority, takes the application, and the survey pictures we supply go with it. A listed roof is rarely a place for a quick swap of materials: a slate chosen for its look may differ in size, thickness or colour, and the council can ask for a sample before agreeing. Allowing for that in the programme saves a second visit and keeps the order of work clear.
On an older roof, new work must be made to resemble the old. Where a listed roof has lost lead, the work sits with our lead roofing page. A roof that needs making safe in a hurry is covered at roof repairs and emergency work, and the consent question is raised straight afterwards so that nothing further is done without it. If a stack or a valley is failing, the temporary repair is limited to keeping the weather out, and the lasting repair follows the consent route.

Chapter 02 of 03
Scheduled monument, flood zone 3 and the conservation area
The national planning dataset places the Wingham conservation area within about 0.75 km of the centre. Dover lists 57 conservation areas in its district, and the council is the body that says whether a given house is inside this one. Some normally permitted work, building roof dormers among it, needs an application inside a conservation area. The conditions sit in our planning guide for roof windows, which is the place to start before a dormer is drawn.
Wingham Roman Villa, 100 metres south of Glendale Cottage, is a scheduled monument within about 500 metres of the centre (entry 1005165). Under section 2 of the 1979 Act that protects scheduled monuments, works to one are an offence unless authorised, and scheduled monument consent is the authorisation. It is a different system from listed building consent, with a different decision-maker, and it is mentioned here because a quote cannot stand in for it.

The Environment Agency's flood zone 3 lies within about 250 metres of the centre. A flood map is not a roofing rule, but it is part of an address check, and where a job adds an extension or alters drainage we note it alongside the heritage layers.
Re-roofing has Dover's wording on top of all this. Dover District Council's building control pages count a re-cover of pitched and flat roofs as approval work, whether or not the new covering simply matches the old. The Planning Portal's test is gentler, with two limits of less than 25 per cent of the building envelope and less than 50 per cent of the roof. Dover's line is for Dover addresses, and Wingham is one, so the route is settled with the council before a start date. An Article 4 direction, where the council has made one, can reach roof changes on those elevations of a house that front a road or a waterway, or look onto public open space, so that question goes to the council as well. We ask in writing and the reply is stored with the survey, because a verbal answer is hard to point to later. If the reply alters what can be done, you hear before any price is written.

Chapter 03 of 03
Fixings, weather averages and the scaffold licence
Mortar is not banned from a ridge, but it is no longer enough on its own. Marley reports that after the 2015 amendments to BS 5534, mortar by itself is not enough to secure a covering, and BS 8612:2018 is the standard for systems that fix ridge, hip and verge by dry means. Our dry ridge and verge page sets out how those work. BS 5534 is not itself a law, but its 2018 amendment widened it to take in normal re-roofing work, repairs included, so we fix to it.
The Met Office's Manston averages for 1991 to 2020 give a mean wind speed at 10 metres of 9.86 knots, rising to 11.21 knots in January. Those readings belong to Manston, not Wingham, and serve here only as a regional guide. The fixing schedule rests on something else: the exposure of the actual site decides nails, clips and the number of them, so the same slate can be fixed differently on two roofs.
Kent County Council issues the licence if a scaffold has to stand on the highway, and the scaffolders apply to it for you. Kent County Council's permit for a scaffold held 7 calendar days costs £52 per week in 2026 to 2027, with 5 working days' notice. Skips on the highway fall under section 139 of the Highways Act 1980 and need a separate permit at £45 per week for the same year. A scaffold on your own land is outside the licence, and the survey says which case you have.
Slate brings two numbers of its own. BS 5534 indicates a minimum pitch of 20 degrees for natural slate in the case Cupa describes, a 500 mm slate with a 115 mm lap in moderate exposure, and Cupa adds that hooks are unsuitable below 25 degrees. A re-slate that changes the pitch or the slate size is a different calculation from a like-for-like strip, so those figures are asked for at survey and written into the specification before any slate is ordered. Each day of the job ends with an update from us, and old slates and offcuts are cleared as the work moves along the roof.
Myth
Ridge tiles have always been bedded in mortar, so mortar alone is fine.FactMarley says that since the 2015 amendments to BS 5534, mortar alone has not been enough to secure a ridge or hip covering.
Myth
BS 5534 is the law for every re-roof.FactMarley says installing to BS 5534 isn't required by law. Its 2018 amendment widened the scope to normal re-roofing work, repairs included.

Wingham's monument, flood map and mortar
Does one of Wingham's 72 nearby listings apply to my house?
Only when your house is named in an entry itself. Listing attaches to the named building, so the Church of St Mary or the Old Canonry being listed does not list the cottages around them. The National Heritage List shows entries by address. If yours is there, work touching its character needs consent, and the entry is read before pricing.
Does the Roman villa in Wingham mean scheduled monument consent for a roof?
Scheduled monument consent covers works to the monument itself, and the Ancient Monuments and Archaeological Areas Act 1979 makes such works an offence unless authorised. Historic England's list entry places the villa 100 metres south of Glendale Cottage. If your property is close to it, we establish before pricing whether any work would touch the monument, and follow the consent route if it would.
What does flood zone 3 near Wingham mean for a roof job?
The Environment Agency maps the centre of Wingham with flood zone 3 within about 250 metres. That is a flood map layer and not a roofing rule, so it does not hold up a repair. Where a project adds an extension or changes rainwater drainage, we check the flood map alongside the planning and heritage records for your address.
Is mortar still allowed on ridge tiles in Wingham?
Yes, but not on its own. Marley says that since the 2015 amendments to BS 5534, mortar cannot be the sole fixing for the covering. Dry-fixed ridge systems are covered by BS 8612:2018. The survey shows what your own ridge has and what it needs, with pictures of the joints.
Which lead code goes on a Wingham chimney flashing?
Lead sheet comes in codes 3 to 8, from 1.32 mm to 3.55 mm thick. Royston's brochure recommends Code 3 for soakers only; other details take whichever code the specification sets. MyJobQuote gives over 80 years as a lower bound for lead flashing, never a promise, so the detail and its dressing matter more than the number.
