Grade I churches, three area boundaries and a marina direction
St George's
Church of St George is Grade I, first listed 4 February 1988, and in worship use by the Church of England.
Three areas
Ramsgate, Montefiore and Royal Esplanade are separate conservation areas, designated in 1970 and twice in 2007.
Marina extension
Thanet lists Article 4 areas at Pegwell and in Ramsgate, including its marina extension, so those streets are checked first.

Chapter 01 of 03
Three conservation areas and the Article 4 directions in Ramsgate
Ramsgate had 41,907 usual residents at the 2021 Census, and the national planning dataset puts three conservation areas within about 0.75 km of its centre: Ramsgate, Ramsgate Montefiore, and Ramsgate, Royal Esplanade. Thanet District Council's table gives each its own date. The main Ramsgate area was designated on 16 January 1970 and extended in 1980, 1988, 1990, 2000 and 2008. Royal Esplanade followed on 29 January 2007 and Montefiore on 22 February 2007. A survey on any street near the middle of town therefore starts with a map: which of the three lines, if any, passes round your house?
All three are article 2(3) land under the General Permitted Development Order, the Order's name for places where some permitted development is taken away. Thanet counts 27 conservation areas across the district, so Ramsgate holds a noticeable share of them. The dormer and roof window conditions have their own page: our roof window planning guide. Thanet's conservation page softens the picture for work that matches what is already there, since permission is less likely to be required, but a change of covering or colour is a different matter. If a job involves taking down any part of an unlisted building, the separate demolition rule for conservation areas is checked as well.
Article 4 is the second layer. A direction removes named permitted development rights over a mapped area. The council's list has three Article 4 areas: the main Ramsgate designation, the marina extension and Pegwell. The page names the streets where each direction applies, among them Albion Hill, Nelson Crescent, Pegwell Road and Prospect Terrace. The page does not give the classes for each address, so for any property on those streets the council is asked what its direction covers before work on the outside of the house is priced.
Our roof inspections page describes the survey. In Ramsgate it comes with a boundary check, a list check and, for a house split into flats, a question about who holds the roof, because permitted development does not treat a flat as a dwellinghouse, and the freeholder or management company usually has to agree work to the roof. The council's answer goes into the written quote, so nothing is left to be discovered once the scaffold is up.

St George's, St Edwards and the Clock House listings
Historic England's National Heritage List has 346 entries within 900 metres of Ramsgate's centre, so a list search is part of every survey near it. Three entries show the range. Church of St George is Grade I, first listed on 4 February 1988, with list number 1085430. St Edwards is also Grade I, first listed on 23 June 1986, number 1086095. The Clock House is Grade II*, first listed on 4 February 1988, number 1336325. Each is a different kind of building, which is why each follows a different consent route.
St George's belongs to the Church of England and is used for worship, which puts it under that church's own faculty jurisdiction instead of the secular listed-building route. The 1990 Planning (Listed Buildings and Conservation Areas) Act exempts an ecclesiastical building in use for worship from listed building controls, and a 2010 Order limits the exemption to named denominations. Baptist, Methodist, United Reformed and Roman Catholic churches each run an approval system of their own, whereas listed building consent applies, just as it would to a house, to a Unitarian or Quaker meeting house or to a church the Churches Conservation Trust looks after. For St Edwards, also Grade I, the route turns on its present use, so that is settled with its owners before anything is priced.

The Clock House is not a church, so Thanet District Council decides any listed building consent for it under section 7 of the 1990 Act. Church and civic roofs share certain details: parapet gutters (a gutter set behind a low wall at the roof edge), valleys and flashings are all dressed in sheet lead. The Royston Lead brochure marks its Code 3 as for soakers only, and for every other detail the specification names the code. MyJobQuote puts lead flashing at over 80 years as a lower bound, and HomeBuilding gives a lead flat roof 60 to 100 years, both as typical figures and never as promises. The Clock House, like the churches, is surveyed from its list entry as well as from the street. Our lead roofing page goes through each detail.
Scheduled monuments sit in a fourth category, with their own scheduled monument consent, and the same list search finds them, so a survey near one is not delayed by a late discovery. If an old structure near your property might be one, tell us, and the list is read before anything is priced.

Scaffold, skip and party wall points for a Ramsgate re-roof
Ramsgate is a seaside town. For 1991 to 2020 the Met Office's Manston station records 9.86 knots as its mean wind at 10 metres, 613 mm as the rainfall over a year, and 110.05 days that bring 1 mm or more. Those figures describe Manston, not Ramsgate. Cupa's slate-fixing advice puts a coastal site in a higher exposure grade, and BS 5534 sizes each slate or tile fixing to the individual site, while BS 8612:2018 covers the clipped and screwed ridge, hip and verge fixings along the top.
Building control for a re-roof is Thanet District Council's own team, on 01843 577522. The Planning Portal's yardstick has two halves: the work must affect under 25 per cent of the building envelope and under 50 per cent of the roof before it counts as needing no application. A replacement weighing 15 per cent or more beyond the old covering is the exception, and an older frame is then looked at by a structural engineer or surveyor before the covering is chosen.
The licence for a scaffold over the highway comes from Kent County Council (Highways Act 1980, section 169): the scaffolders send the application in 5 working days ahead, and the fee is £52 per week for 2026 to 2027. Kent County Council's conditions set a 1.2 metre minimum distance between scaffold and carriageway, paint the vertical standards white for 2.5 metres up from the pavement, and have the scaffold lit after dark when any part stands in the carriageway or within 45 cm of it. The skip permit is separate, at £45 per week for 2026 to 2027, and a skip may not exceed 5 metres by 2 metres or stand on the footway without express permission and a 1.5 metre pedestrian walkway.
A breast built into a shared wall brings in the Party Wall etc. Act 1996, with at least two months' notice or the written consent of the adjoining owners and occupiers. Those questions go to a party wall surveyor, not to building control, although Building Regulations approval is needed every time a chimney breast comes out. Our chimney repairs page deals with stacks that stay, and any chimney work is priced after the survey has shown what the stack and its flashings need.

Around Ramsgate
Ramsgate and the Thanet towns around it
Ramsgate is the place where Thanet's three Article 4 areas sit, and it shares the council, Building Control team and Kent County Council licences with Manston, Cliffsend and Margate, so the route matches theirs, only with a heavier boundary check, and the written quote records which line applies.
Ramsgate boundaries, churches and party walls
What changes for a roof in one of Ramsgate's three conservation areas?
Ramsgate, Royal Esplanade and Montefiore are separate Thanet designations, dated 16 January 1970, 29 January 2007 and 22 February 2007. Inside them, some permitted development is taken away, and Thanet's conservation page softens the picture for work that matches what is there. We check your address against the map before pricing and put the answer in the written quote.
Which Ramsgate streets sit under an Article 4 direction?
Thanet's page names the properties covered by each direction, including addresses in Addington Street, Albion Hill, Nelson Crescent, Pegwell Road and Prospect Terrace. The classes withdrawn are not stated address by address, so for any home on or near them, a question to Thanet District Council settles what the direction covers.
Who approves roof work at St George's, the Grade I church in Ramsgate?
Regular Church of England worship takes place there, so the faculty system applies and listed building consent does not. The Clock House, a Grade II* building that is not a church, is different: Thanet District Council decides its listed building consent application, and the roof details are described for that application.
Does taking out a chimney breast in Ramsgate need a party wall notice?
Where the breast is built into a party wall, the Party Wall etc. Act 1996 asks for at least two months' notice, or the adjoining owners' written consent. A party wall surveyor handles disputes. Building Regulations approval always applies to removing a chimney breast, since a breast forms part of the structure, and building control does not deal with the party wall side.
How far from the road must a Ramsgate scaffold stand?
Kent County Council's conditions ask for at least 1.2 metres between scaffold and carriageway, vertical standards painted white for 2.5 metres from pavement level, and lighting is needed at night on any part that sits in the carriageway or within 45 cm of it. A breach found on inspection is charged at £120, and extra visits at £120 per visit.
