Chapter 01 of 03
From Hasted's hamlets to the year-2000 asbestos rule
Edward Hasted's history of Kent, published in 1800, lists "Great and Little Cliffsend" among the hamlets towards the south of St Laurence parish in Thanet. The modern parish of Cliffsend had 1,889 usual residents at the 2021 Census. A place recorded that long ago can hold buildings of many different dates, and the date is the first thing a roofer needs, because it decides how a roof is approached: when was the house, garage or outbuilding built, and when was it last refurbished?
The date matters because of asbestos. HSE guidance is that a property built, or refurbished, before 2000 should be treated as containing asbestos, and its guidance on cement roofs adds that asbestos cement roofs are always fragile. Weathered cement that is not otherwise substantially damaged stays within the licence-free rules; once it is substantially damaged it becomes notifiable. Cement sheet can be found on garages and outbuildings, and insulating board is found in external soffits. Carefully handled cement sheet that is not broken up needs no licence to remove, and insulating board is licensable unless the job is of short duration. Anything licensable is passed to a specialist asbestos contractor holding the right licence, and our own work waits until that firm has finished.
For a cement sheet roof or an old soffit, the first step is to find out what the material is, from a sample or a survey, and not to drill it, break it or walk on it. MyJobQuote's September 2026 page puts the typical cost of an asbestos survey at £325 and of asbestos roof removal at around £2,750, as typical UK figures, so the written price here follows a survey of your own roof. Garages deserve a particular mention, since many are separate buildings with a roof of their own, and MyJobQuote's October 2026 page gives a garage roof as between £750 and £3,500, a typical UK range. Our garage and asbestos roofs page covers sheet roofs, and guttering, soffits and fascias covers the boards beneath the eaves.
None of this depends on the age of the village. It depends on the age of the building, which is why the first question on the phone is when your roof was put on, and the steps below follow from the answer.
An older roof, before anything is touched
Date the building
Ask when it was built or last refurbished; before 2000, asbestos is assumed.
Look, do not touch
Cement roofs are always fragile, so the first look is from the ground.
Name the material
A sample or survey says whether it is cement sheet or insulating board.
Choose the route
Careful cement removal needs no licence; licensable work goes to a specialist contractor.
Chapter 02 of 03
Pegwell's Article 4 area and fixings near the coast
Cliffsend lies close to the shore. The national planning dataset puts the nearest conservation areas, Ramsgate, Royal Esplanade and Pegwell, within about 2.5 km. Cliffsend sits close enough to the Ramsgate end of Thanet for those lines to matter, and Thanet District Council confirms the boundary for any single address. Pegwell matters most because it is one of the three areas where Thanet says it has Article 4 directions, the others being Ramsgate and the marina extension. The council's page lists the properties each direction relates to, and Pegwell Road is among the streets named.
An Article 4 direction takes named permitted development rights away across an area the council has mapped. The classes are not set out against each address on the page, so the council is asked what a direction covers before the outside of a house in that area is altered. Cliffsend itself is not named on the Article 4 list. Dormer and roof window conditions are gathered in our roof window planning guide, and a street that lies near a boundary is checked against the council's map before any price is given.

The Met Office's Manston station gives 9.86 knots as the mean wind at 10 metres for 1991 to 2020, with 11.21 knots in January, about 613 mm of rainfall over the year and 21.43 days of air frost. They are Manston's averages and are never presented as Cliffsend's. Cupa's slate-fixing advice grades a coastal site as more exposed, and BS 5534 carries wind uplift formulas used to calculate fixings, so the fixings on a Cliffsend roof are calculated for the site. Pitch comes into it too: BS 5534 indicates a minimum roof pitch of 20 degrees for natural slate, and Cupa advises that hook fixings are not used on any pitch below 25 degrees, which is the sort of detail checked against the roof's real angle at the survey.
At the top of a pitched roof, Marley says mortar by itself stopped being enough to hold ridge and hip tiles, and BS 8612:2018 sets the standard for ridge, hip and verge units fixed with clips and screws. Our dry ridge and verge page explains how the system is laid out.

Chapter 03 of 03
Waste routes, scaffold and permits for a Cliffsend re-roof
Old asbestos cement sheet has to leave the site properly. HSE guidance asks for asbestos waste to be double-wrapped and labelled, and for a lockable skip when the quantity is larger, never an open skip. Kent County Council's household recycling centres accept householders' asbestos from their own homes at every site except Sheerness. It goes in secured, heavy duty double wrapping, the visit has to be booked, and no more than 5 sacks, or the equivalent, per month are free. A roofer's asbestos is trade waste, which travels on a consignment note with a registered upper-tier carrier, so the centres are for the householder's own small amounts.
Building control for a re-roof is the council's own Thanet team, on 01843 577522. The Planning Portal sets its lines at 25 per cent of the building envelope and 50 per cent of the roof, below which an application is not normally needed, while a covering that adds 15 per cent or more in weight needs approval, at which point a structural engineer or surveyor looks at the frame first.
Kent County Council grants the licence a highway scaffold needs, under section 169 of the Highways Act 1980, and Kent County Council expects the scaffolding company, not the householder, to apply. Five working days' notice is wanted, the fee is £52 per week for 2026 to 2027, and the applicant carries public liability cover to the value of £5 million. Its conditions keep the scaffold at least 1.2 metres from the carriageway and want lighting at night for any scaffold in or within 45 cm of the road. Skips standing on the highway fall under a permit of their own, £45 per week for 2026 to 2027, limited by Kent County Council's page to 5 metres by 2 metres. On the footway, a skip is allowed only with express permission and a 1.5 metre pedestrian walkway. Old slates, battens and underlay leave with the crew, and a daily update tells you what was done.
For larger amounts of householder asbestos, the Kent page points to the Asbestos Removal Contractors Association for a company near you. The pairs below separate two mix-ups, and a full strip and re-cover is only suggested once the survey shows it is the right answer, not before.

Around Cliffsend
Cliffsend between Ramsgate, Manston and Pegwell
Cliffsend shares Thanet District Council, its Building Control team and Kent County Council's licences with Ramsgate, Manston and Margate, so a roof job follows the district's usual route, with the Pegwell boundary the one local check.
Cliffsend asbestos sheets, Pegwell and waste
Should a Cliffsend garage roof built before 2000 be tested for asbestos?
HSE says to assume asbestos in a building built or refurbished before 2000, and that asbestos cement roofs are always fragile. A sample or a survey names the material before anything is cut or broken. Cement sheet that is carefully removed without being broken up needs no licence, and licensable work, such as insulating board that is not short duration, goes to a specialist contractor with the right licence.
Is Pegwell's conservation area close enough to matter for a Cliffsend roof?
The national dataset puts Pegwell within about 2.5 km of Cliffsend, and Thanet places Article 4 directions there. That does not bring a Cliffsend house under them, because Cliffsend is not on the list, but a house near the boundary should have its address checked with Thanet District Council before the outside is changed.
Can I take old asbestos cement sheets from a Cliffsend roof to the tip myself?
Kent County Council's household centres accept a householder's own asbestos at every site except Sheerness, wrapped twice in heavy plastic and sealed, by booking, with no more than 5 sacks a month free and a declaration that it comes from your own home. A contractor's asbestos is trade waste, on a consignment note with a registered carrier.
Who deals with Building Regulations for a re-roof in Cliffsend?
Thanet District Council's own Building Control team, on 01843 577522. The council points owners to the Planning Portal, whose lines are 25 per cent of the building envelope and 50 per cent of the roof; separately, approval is required for a covering weighing 15 per cent or more above its predecessor, however little of the roof it covers.
Is mortar still used to hold ridge tiles on a Cliffsend roof?
Marley notes that the 2015 amendments to BS 5534 ended mortar's role as the sole fixing for a ridge. Dry-fixed ridge, hip and verge units under BS 8612:2018 hold the tiles with clips and screws, and mortar, if used at all, is no longer the fixing. The written quote says which system your roof gets.
