Chapter 01 of 03

A Grade I parish church among seventeen listed entries

St Margaret's at Cliffe is 20.4 road miles south of Margate, about 30 minutes by road, and the first thing the National Heritage List tells a roofer is how much of the village is protected. Seventeen listed entries fall within 500 metres of the centre. At the top of the range is the Church of St Margaret, listed Grade I on 22 August 1966 under entry 1101743. Holly Lodge, Grade II, carries that very date, and Cliffe Cottage, also Grade II, followed on 23 April 1987.

Grade I is the highest level of listing, and an Anglican parish church that is still in use needs no listed building consent. The ecclesiastical exemption in section 60 of the Planning (Listed Buildings and Conservation Areas) Act 1990 hands decisions to the church's own faculty system, so a roof repair at St Margaret's is settled by faculty rather than by Dover District Council. If the church does need a roofer, we survey and photograph the roof and price the work the parish has had approved, with the pictures sent to whoever is managing it.

Houses are different. For Holly Lodge, Cliffe Cottage or any other listed house, section 7 of the same Act requires listed building consent where works would affect its character, and much of that character is carried by the roof. Consent attaches to the whole building. That is why a new covering, a rebuilt ridge or a stack taken down is a conversation with Dover District Council before it becomes a job with us. Here the ridge means the capping on the crown of the roof, and the stack means the brickwork that carries the chimney pots up through it.

On a listed roof our survey records every slope, the stack and each flashing, the lead tucked into the wall beside it, and we photograph all of it, close up and from the lane. Where the roof allows it, we keep to the covering already there instead of swapping in something new. Our chimney repair and roof inspection pages show what a survey covers and how it is reported, so you and the council look at the same set of pictures.

Chapter 02 of 03

Two conservation areas and eight Article 4 areas overlap here

Two conservation areas lie within about 0.75 km of the village centre: St Margaret's Bay and St Margarets-at-Cliffe, as the national planning dataset names them. Dover District Council adopted a character appraisal and management plan for St Margaret's Bay in March 2023. Dover District Council counts 57 across its district, and in them some works that would elsewhere need no application do need one, building roof dormers included. A conservation area is also article 2(3) land under the General Permitted Development Order, and our roof window planning guide lays out the position on such land for dormers and for roof windows. A plain repair is a simpler question than a new opening.

Article 4 adds a further layer. Dover District Council's published dataset maps eight Article 4 direction areas around the centre, made in 1974, 2007 and 2010. Dover's heritage page reads that a direction may extend to alterations of a dwelling's roof on any side facing a highway, a watercourse or an open public space. Whether any of the eight covers your address is for the council to say, and it is a question we put before a specification is written, not after.

  1. Ridge capping on the crown
  2. Verge against the gable
  3. Stack and its flashing
Ridge, verge and stack, each photographed before a St Margaret's specification is written.

For a re-roof the approval question comes from a different team. Dover District Council's building control page lists reroofing, pitched or flat, as work it approves, even where the new covering is a straight swap. That wording is Dover's own and applies to Dover addresses. The national Planning Portal test is narrower: under 25 per cent of the building envelope and under 50 per cent of the roof, and the Planning Portal also asks for approval where the new covering makes the roof 15 per cent or more heavier.

With two conservation areas, eight direction areas and a listing record this full, the sensible order is map first, council second, price third. The annotated photograph with this chapter names three details, the ridge, a verge and the stack, and we photograph each of them before any specification is drawn up. Those pictures come to you, and where a listing or a direction is in play they travel with the question to Dover District Council, because a clearly photographed question gives the council something definite to answer in writing.

Exposure grading, Manston averages and street permits

The village lies about 0.99 km from the sea, which puts fixings high on the list at every survey here, whichever way the house faces. Cupa, the slate maker, grades sites on slopes, on hills and in coastal areas as more exposed, and the formulas in BS 5534 are what turn a wind speed into a fixing specification. So on a St Margaret's at Cliffe roof each fixing is calculated for that building's exposure, not borrowed from a specification written for a different site.

The Met Office record for Manston, 1991 to 2020, gives these averages for the station: 21.43 days of air frost, 110.05 days with 1 mm or more of rain, about 613 mm of rain across a year, with the mean wind at 10 metres put at 9.86 knots, and 11.21 knots in January. These are averages from one Kent climate station. They are a guide to the region, not a measurement of any single roof in the village, and they never replace the survey.

A licence under section 169 of the Highways Act 1980 is the legal step before any scaffold goes up over a St Margaret's at Cliffe pavement or lane, and Kent County Council is the body that grants it. Kent's own page makes the scaffolding company the applicant. Its application needs 5 working days' notice, and the Kent permit costs £52 per week for 2026 to 2027, so a longer job carries a longer bill from the scaffolders. A skip in the road takes its own permit from Kent County Council, at £45 per week, for a skip no bigger than 5 metres by 2 metres.

Village lanes can be narrow enough that these dates matter. Scaffold and skip days are fixed with you once the survey has set the scope of the job, and with the scaffolders on their side. A narrow lane can limit where the skip may stand, and the permit's size limit stays the same wherever it goes. Old slates, battens (the laths a covering hangs from) and underlay are carried off with the skip or in our vans, never left to pile up on a verge. If the forecast turns, the start moves, and you hear about it from us first.

  • MythFixings can be copied from a job inland, because a roof is a roof.

FactCupa grades coastal sites as more exposed, and BS 5534 supplies uplift formulas, so fixings are calculated per site.

  • MythThe Manston wind figure is the wind at your own roof.

FactMet Office Manston records a mean of 9.86 knots at 10 metres, 1991 to 2020, a regional average that frames the survey.

The Grade I church, the bay and the eight directions

Does the Grade I status of the church in St Margaret's at Cliffe affect roofs on nearby houses?

Not directly. A listing belongs to the building named in the entry, and the church is exempt from listed building consent while it is used for worship. Neighbouring houses are affected only if they are listed themselves, which is why we check each address on the National Heritage List, where Holly Lodge and Cliffe Cottage are two Grade II entries.

Which of the two conservation areas covers my St Margaret's at Cliffe street?

The national planning dataset places St Margaret's Bay and St Margarets-at-Cliffe within about 0.75 km of the centre. Dover District Council holds the exact boundaries, so we check your address against its map. Being inside one changes which dormer and roof window rights apply; a plain repair is usually a simpler question.

Eight Article 4 areas are mapped near St Margaret's at Cliffe, so is every roof restricted?

No. The eight direction areas are mapped around the centre, but each covers a defined area. Dover District Council can tell you whether yours is one of them and what the direction removes. Its heritage page says a direction may extend to roof changes on faces turned towards a highway, a waterway or open public space.

Does coastal exposure change how a St Margaret's at Cliffe roof is fixed?

It can. Cupa treats coastal buildings as more exposed, and BS 5534 supplies formulas that turn wind speeds into fixing specifications. We calculate for the building's own exposure instead of copying a specification from an inland job, and the Met Office Manston averages frame the survey without replacing it. That is one reason the survey comes before any figure is written down.

Who books the scaffold for a roof job in St Margaret's at Cliffe?

The scaffolders apply to Kent County Council, which wants at least 5 working days' notice, and the permit fee for 2026 to 2027 is £52 per week. Once the survey has settled the scope, we confirm the dates with that firm and tell you what to expect in the lane each day, including when the skip arrives and leaves, so the lane is never a surprise.
