Ten listed entries, a Grade II church and a conservation area
Two listings
Ivy Cottage (1973) and Weeford (1949) are both Grade II, so roof work on either starts with the list entry.
St Peter's
The parish church has been Grade II since 17 December 1973; as an Anglican church in use it follows the faculty system.
3,818 residents
River parish counted 3,818 usual residents at the 2021 Census, and a conservation area lies within about 0.75 km of its centre.

Chapter 01 of 03
Ten listed entries within a short walk of the centre
River lies 19.9 road miles south of Margate, about 30 minutes by road, and a roofer working here meets the National Heritage List almost at once. Historic England's data shows 10 listed entries within 500 metres of the village's mapped centre. Two of them give a sense of the spread: Ivy Cottage, Grade II, first listed on 17 December 1973, and Weeford, Grade II, first listed much earlier, on 30 June 1949. Before we put a price on any roof in the village we look up the address, because a listing changes who has to say yes, and a list entry costs nothing to read.
The roof is part of a listed building, not an extra. Section 7 of the Planning (Listed Buildings and Conservation Areas) Act 1990 asks for listed building consent where a change would alter the building's character, and the covering, the ridge, the verge and the stack all add to it. A ridge is the capping that runs along the highest line of the roof; a verge is the finished edge where the roof meets a gable wall. Taking either down and rebuilding it differently, or swapping slate for another material, can be enough to need consent from Dover District Council.
St Peter's church is Grade II, listed on 17 December 1973, and its congregation is Anglican, which settles how a repair is authorised. A building in that position does not use listed building consent. Under the ecclesiastical exemption, its repairs go through the faculty system, so a church roof job starts with the parish rather than with a roofer. A Methodist, Baptist, URC or Roman Catholic chapel would use its own denomination's system, while a Quaker or Unitarian meeting house goes to Dover District Council for listed building consent, so the first question is always who uses the building.
For a listed house in River the useful habit is to write down what the roof is made of before anyone touches it. We photograph each slope, the stack and every flashing, the lead dressed into the joint between roof and masonry, then repair like with like wherever the covering allows it. If the roof needs more than patching, our slate roofing and lead roofing pages set out how those materials are laid, and the photographs go with the written description of the work so nobody is surprised on the day.
Myth
A listing protects the walls of a house and leaves the roof alone.FactThe roof sits inside the listing. Works that affect a listed building's character need listed building consent under section 7 of the 1990 Act.
Myth
A listed parish church takes the same consent route as a listed house.FactAnglican churches still in use go through the faculty system, because section 60's ecclesiastical exemption covers the exempt denominations.

Chapter 02 of 03
Where the conservation area, Article 4 and Dover's approvals meet
A conservation area lies within about 0.75 km of the centre of River, according to the national planning dataset, which takes its boundaries from the council. Dover District Council reports 57 conservation areas across its district and says that inside them some works normally allowed without an application, such as building roof dormers, do need one. The land is also article 2(3) land under the General Permitted Development Order, and how that touches roof windows and dormers is explained in our roof window planning guide. On a River survey the map comes out before the ladder does.
Article 4 works differently. It lets a council take away specified permitted development rights over a named area, and Dover District Council's own dataset maps two such direction areas, both made in 1980, around the centre of River. Dover's heritage page adds that its directions can reach roof changes made to a house, where the part concerned faces a waterway, a road or public open land. For a street-facing slope in River, the question for the council is therefore which direction, if any, covers the address, and the answer decides what we may specify.

Approval under the Building Regulations is separate again. On Dover District Council's building control page, the approvals it lists run to re-covering any pitched or flat roof, with no exception for jobs that merely match what was there. We treat that as the rule at every River address and confirm the route with the council before dates are set. The Planning Portal's national test is narrower: under 25 per cent of the building envelope and under 50 per cent of the roof, with a heavier covering needing approval at a 15 per cent increase or more.
It helps to know who to ring. The council's planning team handles conservation area and Article 4 questions, its building control team handles approvals and inspections, and Kent County Council handles the road. None of them can see the roof from where they sit, which is why our photographs are written up for whichever team we are asking. The steps below show the order we follow when a River address is first mentioned.

Kent County Council's rules for a River scaffold and skip
Kent County Council, as the highway authority, licenses any scaffold that stands over a River pavement or road, under section 169 of the Highways Act 1980. On its own pages the council names the scaffolding firm as the applicant, so the firm applies to Kent County Council and we agree start dates with it after the survey has fixed what the job involves. Before an application goes in, the council's highways line, 03000 41 81 81, will take questions from the firm or from you.
Kent County Council sets the scaffold permit at £52 per week for 2026 to 2027, and an application or a renewal both need 5 working days' notice. The applicant must carry public liability cover of at least £5 million, and if the council judges a site visit necessary it can charge £78 for the inspection. On the ground its conditions keep a gap of 1.2 metre at least between scaffold and carriageway, while the uprights are painted white to 2.5 metres or more above the pavement.
Kent County Council runs a separate permit for a skip standing in a River road. The fee is £45 per week for 2026 to 2027, the request needs 5 working days, and the skip may not exceed 5 metres in length or 2 metres in width. Old slates, battens (the narrow timbers that carry the covering) and underlay all have to go somewhere, so we time collections around the permit rather than letting one skip stand through the whole job.
For weather, the Met Office climate record for Manston, 1991 to 2020, lists 21.43 days of air frost, 110.05 days with 1 mm or more of rain, about 613 mm of annual rainfall and mean wind of 9.86 knots at 10 metres. Those are long-run Manston averages, not a promise about any week in River. On a River roof the fixings are calculated from that site's own exposure under BS 5534, and if the week looks wrong the start moves and you get a message. A wet slope is slippery underfoot, and nobody on a River job should be asked to strip one in the rain, whatever the date on the calendar says.
| Item | Requirement |
|---|---|
| Scaffold notice | 5 working days |
| Skip notice | 5 working days |
| Gap to the carriageway | 1.2 metre minimum |
| White-painted uprights | Lowest 2.5 metres |
| Skip size | 5 m by 2 m at most |

Around River
River and its neighbours on the Dover side
River shares Dover District Council and its building control wording with Temple Ewell and St Margaret's at Cliffe, so the approvals check for a roof here follows the same route as it does in both villages.
Listed entries, directions and permits in River
Is Ivy Cottage or Weeford a guide to what a River listing means for my roof?
They are two of the 10 listed entries within 500 metres of the village centre, both Grade II, listed in 1973 and 1949. A listing covers the whole building, so a roof repair or re-cover can need listed building consent from Dover District Council. Your own address may not be listed at all, which is why the list entry is the first thing we read.
Will Dover District Council want to approve a plain re-slate in River?
Its building control team approves roof recovering on pitched and flat roofs, and it does not carve out jobs that match the old covering. We therefore confirm the route with the council for every River address. The Planning Portal's national test is a different, narrower rule and is not the one Dover itself publishes.
Can a church roof in River be repaired without listed building consent?
For St Peter's, yes, in the sense that consent is not the route. An Anglican church in use is covered by the ecclesiastical exemption, so a faculty, not Dover District Council, covers repairs to St Peter's. Roman Catholic, Methodist, Baptist and URC buildings use their own denominations' systems, and a Unitarian or Quaker building would need listed building consent like a house.
Which permit covers a skip outside a River house during a re-roof?
A skip permit from Kent County Council, for the highway. It costs £45 per week in 2026 to 2027, needs 5 working days' notice, and covers a skip no larger than 5 metres by 2 metres. The skip company normally applies, and we time the collections so the permit and the work finish close together.
How do I check for an Article 4 direction on a River street?
Contact Dover District Council with the full address. Its data shows two direction areas near the village centre, and its heritage page adds that directions may extend to roof alterations on the faces that overlook a street, a waterway or open public ground. The council confirms whether yours applies, and we wait for that answer before agreeing a specification.
