  • Hasted's hamlet

Edward Hasted wrote in 1800 that Kingsdown, then within Ringwould parish, was a small fishing village by the shore.

  • The 2016 direction

Dover District Council lists a Kingsdown Article 4 direction confirmed on 5 September 2016, so the council gets asked before outward changes.

  • Dover's list

Dover District Council counts even a straight swap of roof coverings as work needing approval, which is stricter than the national test.

Kingsdown belongs to Dover district rather than Thanet, and Dover keeps its own building control team, its own list of approvals and its own Article 4 directions. This is what a survey here is checked against.

Chapter 01 of 03

From Hasted's fishing hamlet to a conservation area

In 1800 the Kent historian Edward Hasted described Kingsdown as a hamlet inside Ringwould parish, lying next to the sea shore and then "a small fishing village". Since then the settlement has grown, and today Ringwould with Kingsdown is a parish of 1,966 people by the 2021 Census, a figure that covers more ground than Kingsdown alone. The place sits 18.9 road miles south of Margate, about 30 minutes by road, and Dover District Council, not Thanet, is its planning authority.

Planning data puts the Kingsdown conservation area within about 0.75 km of where the village is mapped, and Dover District Council counts 57 conservation areas across its district. Dover's conservation page also lists an Article 4 direction for Kingsdown, confirmed on 5 September 2016. An Article 4 direction withdraws named permitted development rights over a defined area, and the council explains that directions in its district are able to cover changes to a house roof on the slopes that front a street or a stretch of open public ground.

Which rights this particular direction withdraws is for the council to say, because the notice defines it and a village page cannot. So for a Kingsdown house we put the address to Dover District Council before anything outward is planned, and we wait for the written answer. Conservation areas are also article 2(3) land, which takes the dormer class out of permitted development; our roof window planning guide deals with windows and additions in full.

Deal House, listed Grade II since 22 August 1966, shows what the National Heritage List holds in this corner of the district. Under section 7 of the Planning (Listed Buildings and Conservation Areas) Act 1990, changing what gives a listed roof its character needs listed building consent, and that is a separate route from planning. On an older cottage a quick look at the list and at Dover's maps, done before the scaffold goes up, saves an awkward conversation afterwards, and it costs a phone call rather than a week. We also tell you plainly when a repair is the sensible buy and a full re-cover is not yet needed, since a listed or conservation-area roof is better patched like for like than stripped early.

Chapter 02 of 03

Dover's approval list and the like-for-like re-roof

Building control is where Kingsdown differs most from Margate. Thanet points owners at the Planning Portal's test, whereas Dover District Council goes further: its building control page treats re-covering a pitched roof or a flat one as approval work, with no exception for a straight swap of one covering for the same kind. That line belongs to Dover alone and holds for Dover addresses only. At a Kingsdown address we therefore agree the route with the council's inspectors before any roof is stripped, and the application goes in ahead of the work, never alongside it.

The same list reaches beyond coverings. Dover District Council names the fitting of roof lights too, and every loft conversion, along with roof extensions, balconies and roof terraces. It also says some conservatories and porches need approval: many are exempt, but only where doors part them from the house and no heating reaches them. A homeowner reading only national guidance could easily miss any of these items, which is why we check the council's page on the day of the survey. If the work does need approval, you hear it in the first conversation, and the application is part of the job plan, not a surprise at the end.

  • MythA matching re-cover is exempt everywhere in Kent.

FactDover District Council counts a straight swap of coverings as approval work, at Dover addresses.

  • MythRoof lights are only a planning matter, never building control.

FactDover names fitting roof lights as building control work; planning permission is separate.

  • MythA conservatory on the back never needs approval at all.

FactDover says many are exempt, but only when divided from the house and unheated.

Chimneys bring a second set of rules. Removing a chimney breast needs Building Regulations approval every time, since the Planning Portal counts chimney breasts as part of the building's structure, and where the breast stands on a party wall the Party Wall Act wants the neighbour told two months ahead of the start. Dover District Council's party wall page adds that the neighbouring owner may agree to an earlier start. Any dispute goes to a party wall surveyor, not to building control.

Weight is the last item. Approved Document A calls a rise in roof loading of more than 15% a significant change, while the Planning Portal sets its trigger at 15 per cent or more. The two are worded differently, but both measure the added weight a Kingsdown frame would carry. Before heavier slates or tiles are ordered, a structural engineer or surveyor checks the frame. Our chimney repairs and roof replacement pages cover the work itself.

Scaffold, skips and the Channel wind at Kingsdown

Any scaffold on a Kingsdown pavement or lane needs a licence under section 169 of the Highways Act 1980, and the issuer is Kent County Council, not Dover. Kent County Council expects the scaffolding contractor to lodge the licence application, so the firm erecting the poles files it and we fit our start date around the licence. The fee is £52 per week for 2026 to 2027, and Kent County Council wants 5 working days' notice for any application, renewals included.

A skip standing on the road has its own Kent County Council permit at £45 per week for 2026 to 2027. It also takes 5 working days' notice and may measure no more than 5 metres by 2 metres. Lanes in an older village can be narrow, so the position of scaffold and skip is agreed with you before any application is filed. Neighbours whose drives or doors are affected get a word from us in good time, and the daily update tells you what has been done and what comes next.

The Met Office climate record for Manston, a Thanet station north of Kingsdown, covers 1991 to 2020: 21.43 air-frost days in an average year, and 110.05 days with 1 mm or more of rain. Those are averages for Manston, not Kingsdown. For the extreme case, the Met Office account of the 1987 storm names a ship at Dover blown over and a ferry blown ashore near Folkestone, and gives Force 11 winds for many stretches of the south-east coast. It records nothing at Kingsdown, so it is history rather than a forecast.

The practical answer to wind is in the fixing. Cupa, the slate maker, says that buildings on slopes, hills or the coast are graded with higher exposure, and BS 5534 supplies the calculation for fixings. Kingsdown's centre is 0.21 km from the shore, so the fixing specification is worked out for the roof in front of us and not borrowed from another job. Frost and repeated rain also test flashings and joints year after year, which is why a survey looks at the lead details as closely as at the covering. The steps below show the order a Kingsdown job then follows, from first look to the lane being clear.

Around Kingsdown

Around Kingsdown in Dover district

Kingsdown shares Dover District Council with Deal, Sandwich and Dover itself, so its building control list, its approval wording and its Article 4 directions come from the same council office as those towns. Kent County Council's highway licences run across all of them too.

Kingsdown's direction, Dover's list and the licences

Does the Article 4 direction confirmed for Kingsdown in 2016 cover my roof?

Dover District Council says directions in its district can reach alteration to a dwelling's roof on slopes that front a street or open public ground. Kingsdown's was confirmed on 5 September 2016, but the notice itself sets the classes and properties. We put your address to Dover and tell you what the council says before any work is planned.

Does Dover District Council treat a like-for-like Kingsdown re-roof as work needing approval?

On its own wording, yes. Dover District Council's building control page puts a straight swap of one roof covering for the same kind among work needing approval. That is stricter than the Planning Portal test used elsewhere, so we settle the route with Dover's building control team before the roof is stripped and the paperwork is done first.

Do I arrange the scaffold licence myself for a Kingsdown house?

No. Kent County Council's guidance is that the scaffolding contractor makes the application. The county charges £52 per week for 2026 to 2027 and asks for 5 working days' notice. Pre-application questions go to Kent County Council highways on 03000 41 81 81, and the contractor books the dates once our survey is finished.

What does the 1987 storm tell a Kingsdown owner about wind?

The Met Office's 1987 storm study mentions a Dover ship knocked over and a ferry pushed ashore near Folkestone, plus Force 11 winds, 56 to 63 knots, along south-east coasts. It says nothing specific about Kingsdown, so treat it as history. Fixings are calculated for each roof's exposure under BS 5534.

If I remove a chimney breast in a Kingsdown house, whom must I tell?

Building Regulations approval always applies, because removal alters the structure, and Dover District Council's building control team handles it. Where the breast stands on a party wall, the Party Wall Act requires at least two months' notice, which the adjoining owner may waive in writing. Disputes go to a party wall surveyor.
